Supporting a growing business with better data governance and Snowflake
Despite exponential growth, Precoa, a national leader in pre-need funeral service sales and marketing, faced costly barriers to insights due to an immature data model, aging data-management technologies, siloed reporting systems, and lack of data standards.
Resource Data led a major system modernization and migration to Snowflake, created a roadmap for maturing Precoa’s data management and reporting capabilities, and formed and served on a new data governance committee. With these additions, Precoa gained novel insights into their data, completed queries in record time, and realized significant cost savings.
Oregon Longitudinal Data Collaborative
Deeper insights for positive educational policy impact
Oregon Longitudinal Data Collaborative (OLDC) unites student data from K-12, postsecondary education, and the workforce to develop research and reports informing Oregon’s education, training, and workforce policies. Previously, OLDC had transitioned its Statewide Longitudinal Data System (SLDS) to Microsoft’s Commercial Government Cloud and architected a solution using a data lakehouse on Azure Synapse, integrated with Informatica’s MDM for identity matching. But OLDC needed more efficient data processing capabilities.
To enhance their data processing, OLDC wanted to replace Informatica PowerCenter ETL processes with Azure Synapse. After discovering Synapse could not fulfill some of OLDC’s system requirements, Resource Data helped OLDC transition to Azure Databricks instead. Our team then built transformation pipelines, refined the curated data zone, and advised on data governance improvements. These upgrades streamlined OLDC’s data-sharing framework, supporting deeper insights into inequities, challenges, and successes of programs across populations and regions. These insights drive policy decisions across Oregon’s education and workforce systems.
Pacific States Marine Fisheries Commission

Faced with the challenge of managing vast and complex fisheries data across multiple states, the Pacific States Marine Fisheries Commission (PSMFC) has partnered with Resource Data since 2000 to implement transformative solutions. Community Transit provides public transportation services in and around the busy Seattle metro area. Their data warehouse was implemented on an on-premises SQL Server database that didn’t meet their needs and required time-consuming coordination efforts.
Resource Data designed a new data warehouse architecture and implemented it in Snowflake’s cloud-based data warehouse, along with DataOps processes and data governance policies for maintaining and evolving the data warehouse. Community Transit’s new, modern warehouse fits its unique needs, with formalized policies and standards to better manage data and guide future data warehouse changes.
Alaska Permanent Fund Corporation
Defining a strategic data mangement roadmap for a multi-billion dollar fund
Overseeing an $80 billion portfolio, Alaska Permanent Fund Corporation (APFC) sought a comprehensive data strategy to support investment decision-making, portfolio management, and compliance. Problems with data access, lack of standardization, and frequent reconciliations hindered their ability to manage data efficiently, impacting decision accuracy and operational effectiveness.
Resource Data collaborated with APFC stakeholders to understand their challenges through surveys, interviews, and document reviews. Our team, led by an experienced strategic consultant, delivered a tailored strategy addressing key issues. Recommendations included creating a data dictionary and catalog to define and map data points, establishing a central data repository to improve data access and processing, and forming a data governance committee for oversight.

Public housing finance corporation
Boosting efficiency with an AI-powered data migration
A public corporation that helps provide community members with access to affordable housing wanted to scale up its operations, but its existing database infrastructure became a barrier to growth. Relying on Microsoft SQL Server required costly licensing and lacked the flexibility to meet their expanding needs. They were looking for a secure, cost-effective solution to migrate their databases to an open-source platform without risking sensitive data.
Resource Data implemented an innovative migration strategy using Meta’s open-source Llama 3.1 AI model, configured for local processing. This involved translating SQL Server code into PostgreSQL, enabling the client to migrate databases while avoiding expensive licensing fees and mitigating security risks associated with cloud-based AI tools. Llama AI streamlined the process, reducing manual workload and achieving in days what typically took months.
After migrating a few critical databases, the client initiated plans to use this secure, scalable solution for additional migration projects. This work also spurred interest in other AI applications to improve their organizational efficiency.
